Suhl mark

I may have ask this before, but after searching my previous posts, I couldn’t find it. I have a System Will with a proof mark I haven’t seen on any of my other rifles. It is a shield on its side with the word SUHL in it. I am hoping this mark might help me date the rifle. The rifle is in pristine condition.

Could it be a makers mark and not a Shul proof mark?
