I (may) have changed my mind. They're probably German, the crown S's. Nothing in the abovementioned Reichs-Gesetzblatt on crowns being included in marks for controllers. A Belgian controller's mark has a star above an upper case letter. The Web did fool me. Should have read the original document more closely instead of taking a shortcut. Below is a German crown S from a 1892 publication.
