An Eduard Kettner 16ga SxS wtih Belgian AND German Proofs

I (may) have changed my mind. They're probably German, the crown S's. Nothing in the abovementioned Reichs-Gesetzblatt on crowns being included in marks for controllers. A Belgian controller's mark has a star above an upper case letter. The Web did fool me. Should have read the original document more closely instead of taking a shortcut. Below is a German crown S from a 1892 publication.

Off-topic, but as I was the one who brought it up, here goes. I believe I have made a linguistic somersault and, consequently, I have to admit to a slight misunderstanding of things, you may call it a blunder, and in order to make amends I therefore post the following from 1895 on Belgian proofs being accepted in Austria-Hungary. The translation is mine and it may not be brilliant but I hope it'll do.
