      Here is sort of a interpretation:
      Title : ”In das k. k. Privilegienregister eingetragene Zahlungen von Taxannuitäten behufs weiterer Aufrechthaltung von Privilegien.”
      = Payments of annual taxes to keep up the validity of patents as entered into the imperial and royal patent office register.

      ”Jacob Röhmer auf ein Bügelspannendes Gewehrschloß für Drillinggewehre mit zwei Abzügen und Stecher auf der Scheibe, Hähnen und Spannbügel auf einer Stelle und automatischer Visirstellung; ertheilt 5. Juni 1894. Zweite”
      = (the Privileg = patentJacob Röhmer on a stirrup (lever) cocking gunlock for drillings with two triggers and set trigger on tang, hammers and cocking stirrup in one place and automatic rear sight; (payment) entered June 5, 1894; second (annual renewal payment. As the original Privileg = patent was from 1892, the first annual payment was due 1893, the second 1894)

        Dem Jacob Röhmer in Suhl (Preußen) mit der Priorität vom 1. September 1893 auf ein bügelspannendes Gewehrschloß für Drillinggewehre mit zwei Abzügen und Stecher auf der Scheibe, Hähnen und Spannbügel auf einer Welle[?] und automatischer Visirstellung. Offen.

        If one of the patent numbers on the Drilling is Austrian mustn’t that mean the thing (at least the action) is manufactured after September 1. 1893? At least I can’t find an Austrian patent from 1892. In September 1893 the Germans had their proof facilities up and running so the proof marks on the Drilling bar the re-proof mark must be the ones that were stamped on first proofing unless the barrel set came later. Are there any proofs on the Basküle? Am I illogical?

        Also: I like to think the “Offen” was the first payment.

          älgmule, where did you find the patent title? Under what heading? Does it list the registration numbers ?
          A "Welle" in a mechanical context is a shaft. Meaning here, hammers and opening – cocking lever, the Abzugsbügel = trigger guard, turn on the same crosspin.

            No numbers given. Seems it concerned Hungary as well.

            EDIT: reason for the ? after "Welle" was that first time (well, really second time as it concerned the Verlängerung of the patent) around it was "Stelle".
            EDIT again: June 5, 1894 must be the publication date. Seems the Austro-Hungarian way worked like the German with a patent being retro-actively valid from date of application.

            Also: I try again. With a little less hope of reaching through.
