This question is sure to result in a lot of answers, here is mine: Use a soft bristle wire brush, either a slow turning wheel with soft steel bristles .004" or less(hard to find) or a small hand brush with brass or stiff plastic bristles( you may have to clean off brass or plastic residue).

A photo of the "dirt" and "tarnishing" would be needed to make a sound recommendation. Bright actions and engraving were often protected by some laquer. Due to the quality of GDR laquer, it may have tarnished and discolored. Then the best way would be: disassembel the gun and wash off the laquer with a brush and acetone, or your wife's fingernail laquer remover.
