Proper shells might also be marked 2-9/16". Since 65mm is between 2-1/2" and 2-9/16", either marking would be intended for use in 65mm chambers. RST is known to make shells, proper for use in 65mm chambers.

Is RST RWS? I am not familiar with the name? This drilling with the 16 g 2 5/8 chamber is an 8X57 JR marked 7.8 on the barrel but the bore according to the gunsmith is fair and worn with smooth lands. Can those lands be improved by a reamer or should it be left alone? I am concerned about the accuracy at short ranges

RST is not RWS, but if you live where you have access to RWS either they or one of their associated brands can likely supply 65mm shells. You can read about RST by clicking on the link supplied by Sharps4590 in his comment above. With regard to improving the lands by reaming, you are unlikely to find someone that will try this for a reasonable price and your barrel is likely to be useable as it is anyway. If you are a handloader you should be able to load suitable ammo yourself. There is a commonly used test to determine which diameter bullet you can use when loading your own ammo. If you have a cartridge case that has been fired in your rifle and has not been resized, then whatever bullet diameter will easily slip into the fired case can be used in loading ammo with those same cases (if different cases are desired, they must be checked in the same manner). By the same test, there is a possibility that 8x57IRS can be used( .323" bullets) but this should actually be checked the same as if you intend to handload with .323" bullets rather than purchase 8x57IRS ammo.
